Road to Black Velvet Trailhead Closed!

Yesterday (2-2), as we drove on State Route 160 to the turnoff for Black Velvet we discovered the road was closed. There's a fence blocking the access and earth moving machines were there working. I am not sure what they are doing and a search on NDOT did not reveal any road construction project. My guess is they are paving a parking area and maybe building a bathroom. This area is very popular with mountain bikers and we always see lots of cars parked at the dirt parking area. Hopefully this project will be completed soon. I normally hike in southern Red Rock in February, since the days are getting longer, but the Scenic Loop is still closed by 5 pm.
